A casing scraper is ideal for the removal of mud, cement, rust, scale, paraffin and any other obstructions inside the casing wall. A clean I.D. on casing is necessary in eliminating any type of failures of future production equipment. A relatively new item called a  “casing brush” can be used to further enhance the I.D. of the casing.
